Security Forces Foundation Scholarship Funds
Scholarship Filing Deadline 31 July Annually
The Security Forces Foundation Scholarship Funds filing period starts 1 June and runs until 31 July annually. Applicants will be able to open and download the application forms during that period. There are three funds awarding a total of ten (10) $500.00 grants yearly.
The Charles J. Heubusch Scholarship Fund
The Charles J. Heubusch Scholarship Fund was established in the memory of Colonel (ret) Charles J. Heubusch a 27-year veteran Air Police and Security Police officer who felt strongly about the importance of caring for the young, enlisted Security Police force always stressing the importance of education.
This scholarship fund is open to all enlisted, active duty, Security Forces members in the rank of E-6 and below. Their spouses are also eligible to compete for the two (2) Charles J. Heubusch Scholarship Fund $500.00 grants awarded annually. Those pursuing education in accredited community, junior and four-year university programs are eligible for these grants.

The Schlussel Family Scholarship Fund
The Schlussel family established a Scholarship Fund to honor the unsung members in the Air Force Security Forces. The Schlussel family has three generations who served in various positions from the Army Air Corps to the United States Air Force. Every one of these officers felt the enlisted troops they served with were unrecognized in the overall responsibility they held. Security Forces is the single largest enlisted career-field in the Air Force and also have the most interaction with all people (military and civilian) associated with our facilities. Education is an important element for all professionals and the Schlussel family wants to enable these unrecognized Security Force members to improve themselves and thus the Air Force.
This scholarship fund is open to all enlisted, active duty, Security Forces members in the rank of E-6 and below. Their spouses are also eligible to compete for the two (2) Schlussel Family Scholarship Fund $500.00 grants awarded annually. Those pursuing education in accredited community, junior and four-year university programs are eligible for these grants.

Security Forces Foundation Scholarship Fund
This scholarship fund is open to all enlisted Security Forces members of the total force (active duty, Air National Guard and AF Reserve) in the rank of E-6 and below. Their spouses are eligible to compete for the six (6) Air Force Security Forces Foundation Fund $500.00 grants awarded annually. Those pursuing education in accredited community, junior and four-year university programs are eligible for these grants.

AFSFA Col Jerry M. & Dr Lucille Y. Bullock Service Award (BSA)
AFSFA Statement and Purpose
PURPOSE: The AFSFA Col Jerry M. and Dr. Lucille Y. Bullock Service Award (BSA) program is established to commemorate the Bullock’s 32 years of selfless dedication to the Air Force Security Forces Association, AFSFA members, Security Forces of the active duty, reserve and guard components, and SF retiree communities. Refer to AFSFA Policy Statement 2018-001.
PROGRAM: AFSFA has established the BSA to recognize couple/family who have made continued and significant contributions to the AFSFA. The AFSFA Board of Directors (BOD) carefully reviews all nominations each year. There may not be more than one AFSFA couple/family recognized/selected per year and the Board my exercise its option to make no award, if in their sole determination there are no nominations that meet the spirit and intent of this award.
CRITERIA: To be eligible for consideration for the BSA, a Nomination Form must be used by the nominating member. The information must be as complete and relevant to AFSFA operations as possible. While noteworthy service records are admirable, the AFSFA BSA considers only members with continued and significant contributions to the AFSFA.
REVIEW PROCESS: The AFSFA BOD will review all submitted nominations at the Annual Meeting, in a closed session of the Board. Nominations will be disclosed to the BoD by the Executive Director (ED) and discussed. The nomination disclosures and reviews will not be recorded or disclosed to the public or membership. The ED will determine the discussion format and voting. Following discussions, only duly elected and appointed Directors and elected Officers will vote on the nominations and award selection by the Board requires a simple majority. Neither the ED nor any yet-to-be-appointed BOD member has a vote. The BOD has the final decision for nominee selection and there is no right of review of the BOD decision.
RECOGNITION: Recognition of all nominees and announcement of award winners will be presented at the AFSFA Annual Meeting banquet. The BSA award winners will be presented an engraved crystal plate and their names will be added to the BSA plaque at the AFSFA national headquarters.

AFSFA BOARD OF DIRECTORS & OFFICERS
BOARD OF DIRECTORS:
Col (ret) Sally Uebelacker, has more than 13 years’ service at Sandia National Laboratories. She served as a Sandia Emergency Director and managed multiple security programs to include Information Security, Personnel Security, Contract Security Management, the Security Incident Management Program, Foreign Visits and Assignments, Assurance, Integrated Protection Systems, and International Business Operations. Sally had a distinguished twenty-four year career in the United States Air Force. Her final assignment being the 42d Support Group Commander at Maxwell AFB in Montgomery, Alabama. There she oversaw 1,900 personnel in the Security Forces, Civil Engineering, Mission support, Communications and Base Services squadrons. Following her Air Force retirement Sally, attended UNM School of Law. After graduation and becoming a licensed member of the New Mexico Bar, she worked as an Assistant District Attorney in the Second Judicial District where she prosecuted misdemeanor and felony crimes. Sally received her Bachelor of Science in Sociology from the University of Tulsa, a Master’s in Public Administration from the University of Northern Colorado and a Juris Doctorate from the University of New Mexico. She is a Charter and Life AFSFA member and is also a graduate of the FBI National Academy.
MSgt (ret) N. Scott Castillo was elected to his first term as an AFSFA Director in 2010. Prior to joining your Board of Directors, Scott provided his services to the AFSFA as legal counsel, and continues in that capacity today. Scott served in the Security Police field his entire active duty career, from 1976 to 1994 when he retired. At the time of his retirement, Scott was in his second year of law school at the University of the Pacific, McGeorge School of Law. He graduated in 1995 and was admitted to the California State Bar and the U.S. District Court (Eastern Dist.) in 1996. In 1998 he was also admitted to the Colorado Bar. During his active career, Scott served in numerous positions, from patrol, to Desk Sgt., flight supervisor, shift commander, investigations, unit training manager, reports and analysis chief, and finally pass and registration chief. Scott holds an A.S. in Police Science, a B.S. Summa Cum Laude from Park College in Criminal Justice Administration, a Graduate Certificate from Eastern Kentucky University, and a Juris Doctor degree from Mc George. He also possesses a Lifetime (Fully Satisfied) Community College Teaching Credential from the State of California. He is a California P.O.S.T. certified Instructor, teaching Arrest, Search and Seizure and (previously) Firearms. He has taught these classes for more than twenty years.
CMSgt (ret) Wayne H. Cox served from 1966-1995. Following Air Police Technical School, Lackland AFB, TX, he served in air/security police units in NM, TX, WY, OK, Vietnam, Okinawa, Philippines, Germany, United Kingdom, and Washington, D.C.. Chief Cox served as the 10th Senior Enlisted Advisor to the Chief USAF Security Police and Chief Enlisted Manager from 1992-1995 and culminated his career in the Air Force at HQ USAF, The Pentagon. He is a graduate (Cum Laude) from Southern Illinois University, Carbondale, IL and the FBI National Academy, Quantico, VA. He is married to the former Cathy Ann Parker of San Antonio, TX. Since retirement he has worked for the University of California, Los Alamos National Laboratory, Los Alamos, NM followed by the Department of Defense through the DoD Dependents Schools-Europe, Wiesbaden, Germany then to Arlington, VA. Chief Cox is currently the Central Area Emergency Manager, Office of Emergency Management& Safety, US Citizenship & Immigrations Services, Department of Homeland Security, in Dallas, TX.
CMSgt (ret) Joseph N. Mitchell was a Defender from 1975 – 2005. After basic training and the SP Academy his assignments included Plattsburgh AFB, NY; RAF Upper Heyford, UK; Mather AFB, CA; Ramstein AB, GE; Grand Forks AFB, ND; Kunsan AB, ROK; Brunssum, NL, and Cheyenne Mountain AFS, CO. His assignments ranged from alert aircraft Close-In Sentry to Security Force Manager including duties as (NATO) Chief of Security Police and Chief of International Military Police, HQ Allied Forces North Europe, Brunssum, The Netherlands. He ensured USAF Security Police and Army Military Police training and preparedness for deployments in support of peacekeeping missions in the Balkans. Following retirement from the Air Force, he secured support for, and founded The Front Range Chapter, serving as chapter chairman. He holds an A.A.S, Security Administration from CCAF, an A.A., General Studies from the University of Maryland, and a B.S., Management/Human Resources from Park University, Missouri. He is a currently employed by the Colorado Springs Police Department, Specialized Enforcement Division.
Lt Col (ret) Keith A. Goodenough is a native of Washington State, and a 25-year career Security Forces member. He entered the active Air Force as an Airman in February of 1991 and transferred to the Air Force Reserve in 1994, following active duty tours at Homestead AFB, FL and McChord AFB, WA. He was later commissioned through the Deserving Airman Commissioning Program in 1997, and has served in virtually every aspect of the career field from home-station and deployed base-level functions to major command staff-action officer roles. Before retiring in February of 2016, he was the Commander of the 610 SFS, NAS/JRB Fort Worth, Texas. Keith is a Life Member of the AFSFA, and has been a member of the Billie Renfroe Chapter in Fort Worth Texas since 1996. He served as the chapter’s Vice-Chairman for the 2015 calendar year, and is currently serving as the chapter’s Chairman since January of 2016. As the Chairman of the Billie Renfroe chapter, his emphasis has centered on local recruitment and supporting the needs and activities of the two Security Forces Squadrons on NAS/JRB Fort Worth, Texas.
CMSgt (ret) James I. Fullwood, Sr. AFSFA Charter and Life member, is currently serving his 11th consecutive year as Secretary of Ron-Blatman Evergreen Chapter in Washington State. He served 30 years active duty in the Air Police/Security Police career field, 1966-1997. Assignments included North Dakota, New Jersey, New York, California, and Washington State, and overseas assignments in Thailand, Vietnam, Taiwan, Germany, and Kuwait. His Squadron and Group operations duties included NCOIC: Customs, Corrections, MWD, Standard Evaluation, and Sensor Systems; Superintendent: Weapons System Security, Operations, Plans and Programs, Information Security; and Chief Enlisted Manager. He made significant contributions to the 377 SPG being awarded the USAF Large Unit Award in 1986 and to the 62 SPS being awarded the USAF Medium Unit Runner-up in 1994. He twice served as Air Force Sergeants Association Chapter President, McChord AFB 1980-83 and 1993-1995. After Air Force retirement, he worked for 11 years as a Corrections Deputy and Control Room Technician for the Thurston County Sheriff’s Office. He received the department Life Saver award and was their representative for Big Brothers & Big Sisters of Thurston County “Cops Bowl for Kids’ Sake,” a joint criminal justice and fire department bowl-a-thon annual fundraiser. He retired in 2009, eight months after his wife’s Last Guardmount. Jim played a significant role in his Chapter being awarded the AFSFA Chapter of the Year for 2019, 2020 and 2022, and Runner-up in 2021.
MSgt (ret) Jim Saulnier served 20 years on active duty from 1971-1991. Jim, a native of Middleton, MA was initially assigned to the Fire Protection career field and retrained into Law Enforcement in 1973. His assignments included: Webb AFB, TX; Andrews AFB, MD; Decimomannu AB, Sardinia, Italy; Wurtsmith AFB, MI; Pentagon and Bolling AFB, Washington, DC. Since his AF retirement, Jim has held retail loss prevention management positions with Sears and Home Depot as well as corporate level security management positions with Accenture and is presently employed by Sprint-Nextel Communications as a corporate physical security manager. Jim is an AFSFA life member and is currently the AFSFA northeast and southeast Regional Director as well as Sergeant-at-Arms. He has played key roles in the AFSFA Proud Warrior program, coordination of AFSFA’s rededication of the Captain R.V. Maisey Building on Bolling AFB, DC, and served as Eagle Chapter’s Secretary-Treasurer. Jim is a Certified Protection Professional (CPP), Board Certified in Security Management through the ASIS International, an active member of ASIS’ National Capital Chapter and presently serving as an Assistant Regional Vice President for ASIS Region 5-A. Jim currently makes Alexandria, Virginia home.
Maj (ret) Philip H. Schwartz is a life member of AFSFA and current Chairman of the Central Florida Chapter. He previously served as the Vice Chair of this chapter and also served as the President and Vice President of the Jack Brokaw Alamo Chapter in San Antonio. He is a 1978 graduate of the United States Air Force Academy. Upon commissioning he entered his chosen career field, Security Police, remaining a Defender throughout his career. He served in a variety of positions including; Flight Security Officer, Shift Commander, Division level Chief Security Police, Operations Officer and Commander. He was selected the 1984 Air Force Communications Command Outstanding Security Police Company Grade Officer and the 1993 Space Command Outstanding Security Police Field Grade Officer. After retirement he worked for Valero Energy Corporation, starting as a field level manager trainee later he was promoted on to the corporate staff, spending the next nineteen years in a variety of positions. Phil became active in the industry’s premier technology group Conexxus, eventually serving two years as the organizations Data Security Committee Chairman.
Lt Col Charles (Chuck) A. Trovarello is the Commander of the 934th Security Forces Squadron (SFS), Minneapolis ARS, MN. He is responsible for leading a combined force of over 150 Air Force Reserve Active Guard/Reserve (AGR), Traditional Reserve, and Civilian Defenders. The Defenders under his command fill a myriad of home station and deployed law enforcement and security roles to include traditional policing, flight line/asset security, Fly Away Security, and Combat Arms. Over the years he has served in a variety of military leadership positions which include: ICBM Missile Crew Commander/Instructor at Minot AFB, ND, Reserve Flight Commander, then Operations Officer for the 439 SFS, Westover ARB, MA, Operations Officer, then Commander (two separate tours) of the 387 ESFS, Al Mubarak AB, KU, and prior to his current assignment, Commander of 445 SFS, Wright-Patterson AFB, OH. Lt Col Trovarello, in addition to his military career, has accumulated extensive federal government civilian experience since leaving active duty in 2009. Over the past ten years he has served as a Federal Corrections Officer in Danbury, CT, and Chief of Police Services for the 439 SFS, Westover ARB, MA. Most recently, he served as the Chief of Security for the 309th Aerospace Maintenance and Regeneration Group “Bone Yard” at Davis-Monthan AFB, AZ.
OFFICERS:
SERGEANT-AT-ARMS: SMSgt (ret) Willie H. Phillips MBA-Amber University Business Administration Dallas, TX 1985, BS Degree-Grambling State University – Accounting – Grambling, LA. 1966. While serving a combined 28 years in the Air Forces Security Forces Career Field, before retiring, He was introduced to the Air Force Security Forces Association. A dynamic relationship began. He served as Chapter Chair of the Billie Renfroe Chapter for 2 two years terms, and chose to become an AFSFA life member. Serving on the Board of Directors for a term, He was selected into the AFSFA Hall of Fame in 2016. He was appointed the position of AFSFA Region Three Director. Region 3, consist of 7 outstanding and motivated Chapters, as they have now become the most supportive of the AFSFA Chapter Award Program. Each Region 3 Chapter is highly motivated to support the AFSFA goals and objective agenda. It is this desire to see and encourage continued success of the Air Force Security Forces Association. Therefore, He is requesting your support and vote in the upcoming AFSFA election for the Sergeant-at-Arms position. Since, his first Annual Conference attended in 2010, San Diego, He was very impressed at the orderly and organized manner the business and presentations were conducted.
SECRETARY: CMSgt (ret) Terry Ferguson served 27 years in the United States Air Force in the Security Police/Security Forces and the past eight years as the Secretary for the Billie Renfroe Chapter. During his 27 years of Defender experience, he was stationed at Spangdahlem Air Base, West German (1987-1990), Malmstrom Air Force Base, Montana (1990-1992), Dyess Air Force Base, Texas (1992-1999), and Carswell Air Reserve Station, Texas (1999-2014). He served in numerous positions within the Security Forces career field from Physical Security NCO to S4 Logistics Superintendent to Security Forces Manager. Terry’s last duty assignment where he had the privilege of being the Security Forces Manager was with the 610th Security Forces Squadron where they trained active duty and reserve Security Forces in many different disciplines’ (Radio, TASS, Anti-Terrorism Level II, and prepared Defenders going down range to Iraq and Afghanistan and other places to numerous to mention in combat skills, just to name a few). Terry has deployed to Kuwait and Iraq and traveled through PACAF as an Anti-Terrorism Level II Instructor. Following retirement from the Air Force he started a new discipline as a federal background investigator conducting hundreds of security clearance background investigations for the government. Terry is now a Field Training Lead, leading a team of Investigator Trainers who teach other new investigators on how to conduct federal background investigations. He is currently credentialed with the Department of Homeland Security, Department of Defense, and the Defense Intelligence Agency. Terry is a Life Member of the AFSFA and active member (Secretary) of the Billie Renfroe Chapter. He has his AA degree through the Community College of the Air Force in Criminal Justice. Terry believes strongly in Defenders helping Defenders and supports locally the 136th Security Forces Squadron and the 301st Security Forces Squadron and would like nothing more than to support from not only the chapter level but the national level as well.
VICE-PRESIDENT: MSgt (ret) John L. Lynch served from 1974-1994. His assignments included: RAF Mildenhall, UK 1975-1978; Travis AFB, CA 1978-1979; Fairchild AFB, WA1979-1982; Hahn AB, Germany 1982-1986; and Minot AFB, ND 1986-1994. Duties ranged from perimeter boundaries, ART/SRT/MFT, access control, area supervisor, Central Security Controller (CSC), Wing Security Controller (WSC), Flight Security Controller (FSC), and Flight Sergeant. He was deployed to three separate aircraft crashes, a C-141 crash in the UK, and F-16 crash near Hahn AB, Germany and a British Jaguar crash, also near Hahn AB, Germany. After retirement John worked as a 911 police dispatcher and operations manager for a small police department and later a county followed by civilian training coordinator at the Washington State Criminal Justice Training Center. He then moved into the hotel security industry where he was the Security Director in a 352 room Doubletree Hotel. He is currently the Security Manager for a private athletic club in Seattle, WA where he oversees the safety and security of a 300,000 square foot structure, 109 hotel rooms, five floors of athletic facilities, three restaurants and two bars. He is a founding member of the AFSFA Evergreen Chapter who just hosted the 2014 national meeting.
PRESIDENT: Lt Col (ret) Joseph L. Rector served 22 years on active duty from 1985-2007. He is a senior civilian supervisory security specialist serving as the Deputy Director for the 316th Security Forces Group at Joint Base Andrews in Maryland. He is second in charge of over 950 personnel providing law enforcement, investigations, physical security, intelligence, antiterrorism and executive protection services. Mr. Rector was commissioned through the Air Force Reserve Officer Training Corps program in 1985. He has held a variety of security force officer positions at the unit and headquarters level, to include three security forces squadron commands, command of a deployed Counter-Drug Ground-Based Radar Detachment and has served as a branch and division chief at the major command and field operating agency levels. He earned a Bachelor of Arts Degree in Peace, War, and Defense from the University of North Carolina at Chapel Hill and Master Degrees in Business and Organizational Security Management, Information Technology Management and Cybersecurity from Webster University. He has extensive executive volunteer leadership experience having served in the past as Chair of the Professional Certification Board and on the Board of Directors for ASIS International. He has previously served for eight years on the AFSFA Board of Director, four years as Vice President, and as Chapter Chair for both the Alamo and National Capital Region – Maryland Chapters.
EXECUTIVE DIRECTOR: Col (ret) John W. Probst served 40 years on active duty from 1971-2013. From 1971-1981 he performed law enforcement specialist, military working dog handler, trainer and instructor duties as Goose Bay AB, Labrador, Canada, Fairchild AFB, WA, Clark AB Philippines, Don Muang AB, Thailand, and Lackland AFB, TX. Following his commissioning through ROTC in 1985 and performed duties as Flight Security Officer, Shift Commander, Group Executive Officer, Operations Officer, Chief of Security Police, MAJCOM and Air Staff Action Officer, Squadron and Group Commander, Chief of NSI Oversight, and Joint/Coalition Headquarters Senior Iraqi Police Mentor for Ministry of Interior while stationed at Elllsworth AFB, SD, MacDill AFB, FL, Riyadh Air Base, Saudi Arabia, Little Rock AFB, AR, McChord AFB, WA, F.E. Warren AFB, WY, Kirtland AFB, NM and Baghdad, Iraq. John holds an A.A., Admin of Justice, Los Angeles CC, B.A., Anthropology, from Univ of Texas at San Antonio, M.P.A., Resource Management, Golden Gate Univ, and has completed AF Police Administration Course, Eastern Kentucky Univ, SOS, AWC and the FBI National Academy. John has been chapter vice-chairman and chairman and served on AFSFA Board of Directors 1995-1996; National President 1996-2000 and 2007-2011 and became the current Executive Director in 2013.
EXECUTIVE DIRECTOR EMERITUS: Col (ret) Jerry M. Bullock served on active duty from May 1954 until July 1981. For most of his Air Force career he was in the Air/Security Police career field. He retired as the Deputy Commander of the Air Force Office of Security Police, the number two security and law enforcement position in the Air Force. In the early years of intercontinental ballistic missiles Col Bullock served as a crew commander with the Atlas ICBM system. After returning to the security career field he served as Chief of Security for all U.S. Forces in Turkey and Greece; Chief of Resources, HQ 7th Air Force, Republic of Vietnam; Chief of Law Enforcement at HQ USAF; Chief of Security for 15th Air Force (Strategic Air Command); and Chief of Security for Tactical Air Command. After retirement he practiced as a professional counselor, was Director of Human Resources at Tracor Aerospace, Inc. in Austin, and with his wife established the Creative Education Institute in San Marcos. Concurrently he helped to found the Air Force Security Police Association in which he continues to serve as Executive Director Emeritus. His decorations include LOM w/2OLC, BSM, MSO, and AFCM w/2OLC.

AFSFA Hall of Fame

PURPOSE: Publicly recognize the value of significant contributions to AFSFA.

The AFSFA Board of Directors (BOD) carefully reviews all nominations each year. Although there is no minimum annual number of selectees, and the BOD may decline to select any inductee not meeting the criteria, generally not more than three (3) inductees are selected per year.
CRITERIA: To be eligible for consideration for the HOA, a Nomination Form must be used by the nominating member. The information must be as complete and relevant to AFSFA operations as possible. While a noteworthy service record is admirable, the AFSFA HOF considers only members with significant contributions to the AFSFA.
