Col (Ret) Gary Allison I am honored that the AFSFA would once again ask me to serve on the Board. Rather than a formal resume, I would offer that I have served either on the Board or as an officer for most of the last 20 years and most members know me. Scott Castillo is a native of Santa Cruz, California, and currently resides in Mather, California (formerly Mather AFB, with his wife and children.
He enlisted in the Air Force in 1975 and came on active duty in 1976. Upon completion of basic training, the SP Law Enforcement Academy, and ABGD courses, he was assigned to Wurtsmith AFB, Michigan. His subsequent assignments were to Korea, Maine, Nevada, and finally to McClellan AFB, California. He retired in 1994 under the “early” retirement program then in place for force reductions during the Clinton administration.
Scott held Law Enforcement positions as a patrolman, desk sergeant (as an Airman E-2), an investigator, a flight supervisor, a shift commander, unit training manager, reports and analysis chief, and pass and registration chief. He earned his "9" level superintendent qualification.
Scott was recognized for his years of service with the Meritorious Service Medal, Air Force Commendation (2OLC), AF Achievement Medal (3OLC), and other awards and medals. Scott was also recognized for his achievements as the McClellan AFB NCO of the Year for 1990, and the Sacramento Air Logistics Center Outstanding Senior NCO of the Year for 1991. Scott was nominated as one of the Air Force's Twelve Outstanding Airman of the Year, 1991.
During his active duty time he earned an AS in Police Science through CCAF, a BS in Criminal Justice from Park College, Missouri, and a Graduate Certificate in Police Administration through Eastern Kentucky University (AFIT). Additionally, during his last two years of active duty, he completed his first two years of law school at McGeorge School of Law, University of the Pacific. He accelerated and completed his legal studies a semester earlier than normal and earned his Juris Doctor degree in 1995. Scott has also earned and maintains a Lifetime Teaching Credential issued by the State of California, and has taught courses in Arrest, Search and Seizure, and Firearms, for the Community College. Scott is a POST certified instructor.
He maintains a private practice in the Sacramento, California, area and is also admitted to practice in the State of Colorado. Scott’s practice is mainly civil in nature, with a concentration on juvenile dependency, family law, and Indian Child Welfare Act matters. Additionally, Scott has served as an Assigned Temporary Judge for Sacramento County since 2002, handling Traffic and Small Claims cases.
Scott is a member of the Sacramento Valley Chapter of the AFSFA and is in his second term as the Chapter’s Chairman. Under his leadership, the chapter has been involved in community and charitable efforts and raised funds for the chapter. Recently, the Chapter partnered with the local VA Hospital to provide toiletries and other necessary items to veterans in the Northern California VA Health Care System.
Scott has also assisted the AFSFA Executive Director, Officers, and Board of Directors, with pro bono legal services. He has also helped the AFSFA and his local Chapter with his legal expertise and knowledge in avoiding and resolving a potentially costly situation, saving the AFSFA tens of thousands of dollars.
Scott would be a great asset to the AFSFA Board of Directors. Your vote is requested and appreciated.
LtCol (Ret) Joseph L. Rector is a senior civilian supervisory security specialist serving as the Deputy Chief of Security Forces for the 316th Security Forces Squadron, Andrews Air Force Base, Maryland. He is second in charge of over 750 personnel providing law enforcement, investigations, physical security, intelligence, antiterrorism and executive protection services. He was commissioned through the Air Force Reserve Officer Training Corps program in 1985. He has held a variety of security force officer positions at the unit and headquarters level, to include three security forces squadron commands as well as command of a deployed Counter-Drug Radar Detachment. After 22 years of military service he retired from active duty in 2007 and assumed his current position that same year. He currently serves as the Co-Vice Chair of the Military Liaison Council of the American Society for Industrial Security.
His assignments include: Ellsworth AFB, South Dakota; Comiso AS, Italy; Seymour-Johnson AFB, North Carolina; 343rd Recruiting Squadron, Bellevue, Nebraska; Kelly AFB, Texas; Howard AFB, Republic of Panama; Misawa Air Base, Japan; Minot AFB, North Dakota; Lackland AFB, Texas; Langley AFB, Virginia; and (presently) Andrews Air Force Base, Maryland.
He is married to the former Kathryn Ruth Southerland of Goldsboro, North Carolina.
Mike Regan enlisted in the Air Force November 1963 and spent his entire career in the Security Police field. Upon completion of basic training he entered Security Police School. He was then selected as a Sentry Dog Handler and was assigned to the 814th Combat Defense Squadron, Westover AFB. In 1967 he was selected as an instructor at the Military Working Dog School (MWDS). In 1971 he was assigned as a Kennel Master at the 56th SPS, NKP. Upon returning to the MWDS he participated in the Small Breed Detector Dog Program and along with two other instructors laid the ground work for the Explosive Detector Dog Course. He was assigned as one of the first instructors in the Explosive Detector Dog Course until he was reassigned to RAF Upper Heyford, where he performed duties as a Kennel Master and the NCOIC of training.
During his tour at Holloman AFB he was intimately involved in the court marshal of an Airman for the murder of two Security Forces members. After the Airman received the death penalty for the murders, Mike escorted the Airman to Fort Leavenworth.
Afterwards he was selected for assignment to the TAC SP staff. While there he performed duties as NCOIC of the training Branch and 1st AF IG. He was selected as the first Security Forces member to be assigned to the USAFE Air Base Operability division, Ramstein AFB. After completing his tour at Ramstein he was assigned to the Tactical Air Warfare Center (TAWC) at Eglin AFB as Senior Enlisted Advisor and Chief of the Electronic Security Test Division. Mike retired after 30 years in the Air Force from TAWC.
After his retirement in 1993 he was employed by the North Central Texas Council of Governments Regional Police Academy as a Police Training Coordinator. Mike advanced to Training Center Manager and in 2001 left that position for employment with DynCorp International as the Chief Security Technical Officer. In August 2006 he retired and became a consultant for several major defense contractors like DynCorp International, Triple Canopy, AE Com and others. He is a certified Master Texas Peace Officer.
He has been married to Eileen Regan, a former Air Force flight nurse, for 30 years. They have two daughters Rebecca and Katherine. Mike also has a son, MSgt Clayton Regan, an Air Force Reserve Security Forces member currently severing his second active duty assignment in Kandahar, Afghanistan.
The Air Force Security Forces Association (AFSFA) is the prime organization for recording and preserving the rich history of the Security Forces career field. Mike looks forward to the opportunity to become a part of those efforts to continue the leadership provided by the AFSPA. Working to ensure our Security Forces Foundation is well funded will be one of his primary concerns.

I received my commission thru the AFROTC program at the University of Portland on 27 May 1961. I graduated the next day and less than two weeks later I reported for active duty in the 4134th Strategic Wing at Mather AFB, beginning my career of 23+ years, and retired at Barksdale AFB on 1 Jan 1985. All of my assignments were in the field with the exception of three years on the staff at 2nd AF at Barksdale from 68 to 71.
In 1968 I completed Squadron Officers School in residence. While stationed in England I graduated from the Ball State University overseas program with my Masters in Guidance and Counseling as well as completing the correspondence course in Air Command and Staff. I had three overseas tours at five different bases: Danang, Phan Rang, Alconbury, Bentwaters and Osan AB and four CONUS assignments: Mather, Loring and Barksdale twice. I am very proud I was given the privilege of being CSP at seven of those bases.
After retirement my wife and I opened a mortgage company in Bossier City, taking advantage of her lifelong carrier in the mortgage business. When I retired again I got involved in several things within the community. I joined our Chapter of the AFSFA and have served as an officer in the Chapter as well as a tour on the Association Board of Directors. I was actively involved in the two National meetings our Chapter hosted. I am a member of several fraternal organizations as well as being active in my church, currently chairing the committee to build a new multimillion-dollar facility.
I enjoyed my previous chance to work on the Board of Directors and look forward to another opportunity to serve our organization in this manner.
British Invasion III

WHY: In June 22 and 23, 2001 a very successful and rewarding reunion of USAF Security Police and Royal Ai r Force Regiment members sand spouses was held in Albuquerque, New Mexico. The event entitled “The British Invasion” was based on the decision of five retired RAF Regiment officers in the summer of 2000 to return to “The Colonies” with their spouses to visit where they had served as Exchange Officers to the HQ Security Police Air Staff function, then known as the Air Force Office of Security Police, on Kirtland AFB, NM. The planners of the event, Colonel (Ret.) Jay A. Swander, Colonel (Ret.) Hart J. Guenther and Chief Master Sergeant (Ret.) Al Thomas from the USAF side, and Squadron Leader (Ret.) Richard Avens from the Regiment side, were queried by attendees after all of the jubilant camaraderie – any plans for another reunion? Planners said they “would look into it” – a typical HQ response!
Colonel Swander and Colonel (Ret.) Chuck Heubusch were invited to attend the 60th Anniversary Dining In of the Royal Air Force to be held at the RAF Club in London in October 2002. An even larger contingent of RAF Regiment Officers attended, and again the question about a “second gathering” was raised. A decision was made to hold British Invasion II in September 2005 in Colorado Springs, CO. Thanks to the energetic efforts of Lt. Colonel Ernie Edwards and Chief Master Sergeant Al Thomas, and Squadron Leader Richard Avens another rousing event resulted in the question – so Yanks, when are you going to come to the UK for a “look see”? The Yanks offered that if they did it should be called a “Counterattack” since the two US events had been “Invasions”. The date of September 2008 was selected with the reunion to be held near the Greenham Common AB, near Berkshire-Thatcham, where many Yanks had served with the Ground Launched Missile Wing.
Colonel Swander and Chief Thomas took the lead to contact USAF members, while Sq. Ldr. Avens not only ensured a large contingent of RAF Regiment attendees, but took the lead in planning the event with the able assistance of Wing Commander (Ret.) Mike Welply and Wing Commander (Ret.) Charles Hyde. Three-three Yanks overwhelmed the event. The question of when to meet next did not hang in the air long, and it was decided to hold “British Invasion III” in Washington, DC May 20-24, 2010.
The Planning Committee of Colonel (Ret.) Dawn Worley, Colonel (Ret.) Dick Larkins, and Master Sergeant (Ret.) Jim Saulnier and Mary Ann Heubusch have worked diligently for the past year and half to organize another exciting event. Below you will find all the information needed to attend this memorable event.

2010-10-07 AFSFA 2010 Conference

The mayor is absolutely correct. We owe it all to our predecessors, the Spanish explorer Juan Rodriguez-Cabrillo, who landed at what we now call Point Loma, as well as Father Junipero Serra, who founded the first mission in California. Did you know that there were thirty missions founded in California? Each one was set apart by 30 miles, an average day’s ride by horse. Just think of all the entrepreneurs and regular folks just like us who have followed and made what California is today. We still have many people looking for California gold despite fiscal problems in our capitol, Sacramento.
Our chapter is working hard to set up a fun program for our October 2010 visitors, and we expect to do better than we did in August 2002. We are still looking at another dinner cruise and it looks promising at this point. We have two hard working troopers putting together a first class golf outing; we just haven't decided which course to play. We are lining up sponsors so we will have some good prizes for the better golfers. (We will have something for the rest of us too.)
Finding stimulating ladies activities is somewhat difficult because there are so many options. One choice not previously mentioned is Balboa Park. It is loaded with museums, exhibits, restaurants, and theaters--not to mention the world famous San Diego Zoo. Our wives are working on putting together good choices.
